In Settings panel scroll till the bottom where it says Item Purchase Code:

when I try to import a template from Popups Library it says: Invalid item purchase code. Please make sure that you set correct item purchase code on Settings page

I see,but you can see there says "To activate automatic update feature please enter Item Purchase Code." nothing about plugin functions.I mean doesn't say anything about activate the plugin to enable functions.

The plugin it's here almost 1 year and no one has this problem.I think you are doing something wrong or it is incompatible with any other plugin you have.

Oh you are right,now i saw here Layered Popups and it says "All license owners have access to online Popups Library directly from WP dashboard"
