WooCommerce Conditional Shipping and Payments updated to Version 1.2.7

Changelog for V1.2.7 :

* Tweak - Cart Total condition value now includes line item taxes, if applicable. Use `apply_filters( 'woocommerce_csp_cart_total_condition_incl_tax', '__return_false' );` to revert to the old behavior, if needed.
* Fix - Totals in Cart/Order Total conditions ignore WooCommerce thousands/decimals separator formatting settings.
