* Fix: When CSS content gets cached, make sure to avoid altering incorrectly the "url" value when it starts with # - e.g. clip-path: url(#elementIdHere);
* Fix: Sometimes when a static page was set as the homepage in "Settings" - "Reading" and then unset, the CSS/JS manager was not showing up and the "Page Options" was shown instead
