Directly installed v21.7.3 on Local and successfully imported the demo. Anything specific about your configuration? Also, is you Local up to date? Check out Local | Local WordPress development made simple as it's not Local by Flywheel anymore, but Local instead.

yes its Local. Latest version Local 5.5.3 with Apache, PHP 7.4.1 on macOS Mojave 10.14.6.
Directly installed v21.7.3 on an fresh Local Site. And also as test in an fresh and separate Local Site v21.5.9 from nulledfire with an update to v21.7.3. Nothing woks…

Perhaps it's a PHP 7.4 incompatibility then. Have you tried importing when on PHP 7.3?

PHP 7.4.1 is giving me some other problems but that may be due to more strict type checking and other internal changes, so maybe give PHP 7.3 a try—it should work just fine.
